Qualifications and unit courses

Set the National Register qualification a course delivers, keep its reporting details right, and deliver it one unit at a time through nested unit courses.

Qualifications and unit courses

A qualification is a course. Pick the National Register qualification, accredited course or skill set the course delivers, and it reports to AVETMISS under that code. There is no separate program record to set up. Old Programs links open the course that delivers the qualification, or the Courses list when no single course does. To deliver it one unit at a time, nest a unit course for each unit or cluster inside it.

Turn on Qualifications in Settings → General to use them. Short-course RTOs can leave this off and report units as subject-only.

Set the qualification a course delivers

  1. Open the course's design page and go to Course details.
  2. Under What does this course deliver?, choose Qualification or skill set.
  3. Search training.gov.au by code or title and pick the result. RTObase fills the title, recognition, level and field of education and ANZSCO from it.
  4. Enter Nominal hours. Training.gov.au does not publish them, so use your state's purchasing guide.

Choose Single units (subject-only) for a short course that reports each unit on its own. Non-accredited courses have no qualification.

Once a course is published or has any enrolment, its qualification is fixed. Start a new version when it needs to change. This keeps historical AVETMISS and credential records tied to the original qualification.

Several courses can deliver the same qualification, for example a classroom and an online course. AVETMISS reports that qualification once.

Qualification details

The course's Details tab has a Qualification details card. It shows what RTObase reports to AVETMISS for the qualification (NAT00030): code, name, recognition, nominal hours, level and field of education, ANZSCO and VET flag. Click Edit to correct a detail, such as nominal hours from your state guide. The code itself only changes through a new course version.

RTObase checks your training.gov.au scope every night. When a qualification a course delivers is superseded or leaves your scope, the course raises a compliance alert. Start a new version of the course for the replacement qualification, and supersede the old course once its learners have moved across. A training product transition can set a new enrolment cut-off. After that date no new learner can join the old course, but learners already on it continue. They can resume after a deferral or change class. See Training-product transition wizard.

Deliver a qualification through unit courses

A long qualification is easier to work through one unit at a time. Each unit, or cluster of units, gets its own unit course with its own lessons, tasks, progress and dates.

The learner enrols once, in the qualification course. That enrolment also enrols them in each unit course. The qualification enrolment keeps the fee, payments, unit results, status, certificate and AVETMISS reporting. The unit course enrolments hold only lessons, tasks and progress.

Set up the unit courses

  1. Open the qualification course's design and go to the Units step. Old links to the Unit courses tab open here.
  2. Click Add unit course. Choose an existing course, or choose Create a new unit course, name it and pick the units it delivers from the unit library. A new unit course is a draft, accredited when the qualification is, with the qualification's USI and identity checks. RTObase fetches its units' requirements and adds it to the qualification in one save. On a live qualification, the dialog names its current learners first.
  3. Use the arrows to set the delivery order. Learners see the unit courses in this order.
  4. Activate each unit course. A draft unit course shows Activate it before learners enrol. Learner checkout and employer team checkout both refuse an enrolment until every unit course is active.

Changing the list requires Courses and units: Manage. Add and remove units on their unit course. The qualification keeps its own core and elective choices. Existing qualification units without a delivery course stay visible until you assign them. A qualification delivered directly, without unit courses, can still use Generate from units on its Content section while it has no generated content, and its unit course list sits in a collapsed Deliver through unit courses section.

On the qualification, the Content section lists its unit courses in delivery order, each row showing its lessons, assessments, drafts and what it still needs. Select a row to open that unit course in the full-screen editor at its first item, or at its own Content when it has nothing yet. Open editor opens the first unit course. The editor's top bar shows Part of the qualification, with a menu to move between its unit courses or back to its Content. A unit course used by more than one qualification shows Used in N qualifications, because edits there change all of them. The qualification's own lessons and assessments follow as normal rows. A unit course has no Price or Entry and completion sections: learners enrol in the qualification, which sets them. A live unit course still shows its own live notice, so you know edits reach its learners. Publish N drafts and Review and publish on the qualification publish a draft lesson or assessment once, even when several unit courses use it, and place each assessment on the unit course it was written for. When the qualification generates its TAS from mapped requirements, its Review and publish step lists each unit course's design with Approve design once that unit course is finished. See Create and design a course.

Duplicate course and Start a new version on the qualification course copy its unit courses in the same order. Duplicating a unit course does not nest the copy anywhere.

Adding a unit course affects new enrolments only. For a learner who is already enrolled, open their enrolment's Unit courses tab and click Add for the new course. Removing a unit course stops it being added to new enrolments. Learners already enrolled keep it.

Learner checks

The qualification course runs the USI, LLND and identity checks once, on the qualification enrolment. Learners never do a unit course's own checks when they enrol through the qualification course.

So a nested unit course's entry requirements are locked. Its Entry and completion step shows them read-only with a link to the qualification course, where you set them. This covers USI, LLND screening and expected levels, identity verification, previous certification and credential requirements. To sell a unit course on its own with different requirements, duplicate it. The copy is not nested, so you can edit it.

When you add a unit course, RTObase turns on any USI, LLND or identity check it needs that the qualification course does not run yet. A published qualification course never changes as a side effect of adding a unit course: RTObase refuses the link and names the check. Turn it on for the qualification course first, then add the unit course. The Checks column shows what each unit course requires. The qualification course cannot turn off a check that one of its unit courses needs.

Course labels

A unit course's header says Unit course in and links to the qualification course. The Courses list hides unit courses that are nested in a qualification course. A qualification course shows a link such as 3 unit courses that opens the Units step in its design. Turn on Include unit courses above the list to show the nested unit courses too. They are labelled Unit course with the qualification they sit in.

A nested unit course is only taken through its qualification. It does not appear on your website or sitemap, and a direct enrolment in it is refused. It cannot be bought on its own either. Checkout refuses it before taking payment, including through an old enrolment link, direct course checkout and employer team checkout. To sell the same content on its own, duplicate the unit course. The copy is not nested, so learners can enrol in it directly.

Track learner progress

The qualification course's Enrolments tab has a Progress column: how many unit courses each learner has finished or been credited, out of the total, and the next unit course with work outstanding.

On a qualification enrolment, the Overview has a Qualification progress card, and the Unit courses tab lists each unit course enrolment with its progress:

  • Finished: no required work is outstanding.
  • Credited: the unit has credit transfer (60) or RPL (51) recorded on the qualification enrolment. The learner does no work in that unit course.
  • N items outstanding: work is still to do.

A unit course enrolment links back to its qualification enrolment. Its Payments tab and Competency outcomes are hidden, and it has no Review & complete button. Record unit results, payments, status changes and the certificate on the qualification enrolment. Status changes on the qualification enrolment carry through to its unit course enrolments.

A qualification enrolment completes only when every unit course is finished or credited and the whole fee is paid, unless an employer pays. Review & complete lists any unit course still open.

Unit classes

A learner can attend a unit's classes with learners from other qualifications and skill sets that share it. Create a class on the unit course, then add each learner through their unit course enrolment:

  1. Open the learner's qualification enrolment and select Unit courses.
  2. The Class column shows the unit class each unit course sits in, or No class.
  3. Click Add to class and pick a class on that unit course, or Change class to move to another one.

Enrol multiple on a unit class adds each selected learner's unit course enrolment in one step, and refuses a learner who has no enrolment in that unit course. A learner can sit in the qualification class and its unit classes at the same time; RTObase refuses a class day that overlaps one the learner already attends.

Each unit class day's trainer records the unit results for that unit on their day. They land on the qualification enrolment, with that trainer as assessor. The unit class dates are also the activity dates of those units on the qualification enrolment: a result recorded later starts on them, and units not yet started or continuing move with the class (only units not yet started, once the enrolment has been lodged). Submission notices for a unit course go to the assessor booked for the learner's assessment session, if there is one. Otherwise they go to the trainer of the most recent day of the learner's class that had started when the work was handed in, that the learner is on the roll for and that has a trainer, else to that class's trainer, else to the course's default assessor. The learner's class is their unit class when the unit course enrolment is in one, else the qualification enrolment's class.

The learner sees each unit class on their qualification in the portal and every class day in My Schedule.

Note

System Messages, lifecycle counts, the enrolments list and regulator lodgements use the qualification enrolment only, so a learner counts once and gets one reminder per message. A learner's activity in a unit course counts as activity on the qualification enrolment.

Admin Agent

The Admin Agent can read a qualification course's unit courses and their checks, report each learner's progress and unit classes, nest or remove a unit course, add a missing unit course to an existing enrolment, and place a unit course enrolment in a unit class. It can also propose supersede, revert, archive, or restore actions on a qualification's details. Every change appears as an approval card before it runs.
