Learning Library

Find and create reusable learning, collection, and assessment items in one workspace.

Learning Library

Open Learning & Assessment → Library to search reusable content across three specialist authoring systems without flattening their rules or review outcomes.

PurposeLibrary nameUse it whenCompletion outcome
LearningLearning itemThe learner needs content, checks, or SCORM activityActivity completed
CollectionCollection instrumentYou need a form, declaration, survey, or evidence responseResponse accepted; reviewed, not graded

Use Search to match titles, descriptions, item types, or outcomes. Use the Purpose filter to show Learning, Collect, or Assess items. The Type, Status, Version, and Updated columns explain each result; select Open to continue in its specialist editor.

Access required

Choose the task you are doing. Each row is a separate action.

Assigned assessors can work through their trainer delivery and marking screens. Authoring rights do not replace assessor authorisation for a learner decision.

Members with Courses, Forms or Assessments access can open the Library. Each purpose shows only the content their permissions allow. A member with only Forms access can work with Forms without needing Courses access. Use Add to a course on a Form to make it a course requirement for the learner, employer or third party. Set up public enquiry separately through its enquiry card.

Creating an item

Choose Create, then start with the outcome you need:

  • Teach something opens the New Learning Item form.
  • Collect information or evidence opens the New Collection Instrument form.
  • Make an assessment judgement opens the New Assessment Instrument form.
  • Import activity from document converts a PDF worksheet or practical checklist into one draft Assessment Task.

For a document import, RTObase reads every PDF page in your browser, sends each rendered page and its positioned text for conversion, then shows the source and proposed digital page side by side. Check all pages before choosing Create draft activity. The PDF is not added to the Content Library or stored as course content. The new activity and its supporting learner fields stay in draft until you review and publish them.

The Admin Agent supports the same paths. Ask it to search the Learning Library or create one of those three item families. Creation opens the real dashboard form for you to review and submit; the agent does not bypass the editor, publishing checks, or assessment rules.

Note

The Library is an index, not a merged data model. Online Lessons, Forms, and Assessment Tasks keep their own versions, publishing lifecycle, assignments, attempts, and review history.

Archive, restore or delete an online lesson

Open the online lesson and choose Edit (Lesson settings inside the course editor). The first button at the bottom of the dialog depends on the lesson:

  • Delete appears for a draft that was never published and is not linked to a course and has no learner activity. Deleting removes the draft and its content and cannot be undone.
  • Archive appears for every other lesson. Archiving hides the lesson from the active Library and stops it being added to more courses. Courses that already use it, and learner history, keep working.
  • Restore appears for an archived lesson. It returns to the active Library and can be added to courses again. Its publishing state does not change. Restore an archived lesson before you publish or unpublish it.

To find archived lessons, select Archived lessons at the top of the Library. Select Active to go back. Archiving, restoring and deleting need Courses Manage access.

Ordering assessment activities

Inside an Assessment Instrument, drag an activity by its handle to place it in the order learners should complete it. You can also use the Move up and Move down buttons. RTObase saves the new position immediately and keeps all other activities in their existing relative order.

Within an observation checklist, drag a criterion by its handle or use Move up and Move down to change the order. RTObase saves the complete order together and preserves the criterion's marking settings and identity. Published versions and learner assessment evidence retain their original order.

Using items in delivery

From a course's Course Design learning and assessment outline, Add activity can select an existing learning or assessment item or create one using the same outcome-first menu. Collection instruments are assigned as requirements or embedded inside a learning item rather than treated as graded activities.

For an enrolment, Assigned items uses the same Learning, Collect, and Assess language. Operational work, submissions to mark, forms to review, and requests awaiting a response, stays in the enrolment Work Queue.

Practical video evidence

In an Assessment Instrument, add an Evidence Request activity and choose Video. You can allow recording or upload, require recording only, or require upload only. Each activity accepts one video in MP4, QuickTime, or WebM format. Set a maximum duration from 10 seconds to 60 minutes and a maximum file size from 1 MB to 2 GB; the defaults are 15 minutes and 1 GB. An instrument can contain up to 12 video activities.

The learner sees a collection notice before recording or uploading. RTObase prepares the video for secure playback and generates timed captions automatically. The learner reviews ordinary caption text and corrects any misheard words; RTObase handles the timestamps. Narrated video needs no manual description. The learner can add an optional note for an important visible action that was not explained aloud. Only a video without speech needs a short visual description. The assessor reviews the protected video, captions and accessibility information in the normal Assessment Task review workspace. Declarations in that workspace also show the exact statement and the learner's saved acknowledgement, typed name or drawn signature.

Warning

Submitted video evidence is an assessment record. RTObase protects it from replacement or deletion and retains it for 30 years.

Repeat observations of one criterion

A practical criterion can require the same skill to be shown more than once. Set the number of observations on the criterion. The count is pinned into each published version, so a learner and assessor always work to the count that applied when the task was published. In review, the assessor records a separate outcome and time for every required observation. RTObase derives the criterion result only when all observations are recorded, and every observation must be Satisfactory for the criterion to be Satisfactory.

Assessor-conducted practicals

An assessor-led practical does not ask the learner to operate a device during the activity. The learner portal explains that the assessor conducts and records the observation. In the review workspace, the assessor moves through the frozen task one page at a time and records:

  • The student's response, outcome, and feedback for each oral question
  • Each criterion outcome, including every required repeat observation
  • Scores where the instrument uses scored criteria
  • The overall assessment decision, feedback, declaration, and signature

Required oral questions and criteria are validated across every page. If something is incomplete, RTObase takes the assessor to the first page that needs attention. The signed review retains the oral-question records and observation results with the attempt.

Previewing a practical before you assign it

Open Preview on the Assessment Instrument and switch between the Learner and Assessor lenses. The assessor lens uses the same criterion and oral-question layout as the live review, with disabled controls, so you can verify instructions, guidance, repeated observations, scoring, and feedback fields before publishing. Nothing is submitted and no attempt is created.

Create content while designing a course

The Content step of a course's design keeps lessons and assessment tasks in the learner's order. Select Edit course, an item in the sequence, or a new item from Add item to open its editor on the course page, with the sequence beside it. On a qualification, the unit courses are listed beside the selected unit's outline. Save in each editor before switching items. When the course maps requirements, use the item's Requirements action to review which parts cover each requirement.

The Library still holds reusable content. Publishing a replacement course preserves the original course's retained versions and its existing enrolments.
