ASQA Compliance Overview

How RTObase helps you meet ASQA 2025 Standards for RTOs requirements.

Last updated 19 Oct 2026

The Australian Skills Quality Authority (ASQA) regulates Australia's vocational education and training (VET) sector. RTObase includes features to help you meet ASQA's Standards for RTOs 2025.

Compliance checks

Every RTObase organisation has Compliance checks. Open Compliance from the sidebar. The list brings together:

  • rule alerts from the automatic checks on your records;
  • regulator dates: Total VET Activity, the Annual Declaration on Compliance, Quality Indicator data and the Annual Registration Charge;
  • registers you keep in RTObase;
  • dated commitments from your records: validation due dates, trainer credential expiry, policy review dates, and ESOS welfare and monitoring reviews;
  • assessment validation reviews and product transitions.

Work Due now first. Coming up shows the rest of the year. An alert clears by itself when you fix the owning record.

Annual Standards sign-off

Organisations that turn on Standards reviews in Settings also get Compliance > Standards. Once a year, an administrator reads one summary of what RTObase holds for each of the 23 Outcome Standards and the fee rules, adds a required change for anything that needs fixing, and signs once.

  • The sign-off for year Y covers 1 January to 31 December of the year before.
  • It opens on 1 February and is due on 15 March, two weeks before ASQA's Annual Declaration window closes on 31 March.
  • A Standard's status comes only from open rule alerts. Parts you do not use in RTObase show as not used, never as a gap.
  • Signing freezes the summary. Download audit pack then gives one ZIP with a readable PDF and the supporting files. Every download returns the same file.

Your CEO still makes ASQA's Annual Declaration on ASQA's own portal. RTObase does not lodge it. See Compliance Checks and the Annual Standards Sign-off for the full workflow.

Compliance records and reports

Open Compliance → Where the work happens → Records & reports to maintain the operating records that supported the previous compliance workspace:

  • Learner support and adjustments records what was arranged for a student, when it started, its current status and when it was last reviewed. Record only the minimum information needed. Health-sensitive records remain restricted by the existing privacy controls.
  • Governance decisions and reviews records board meetings, risk-register reviews, strategic reviews, conflicts of interest, continuous improvement reviews and key-personnel changes.
  • Reports and exports retains the trainer credential matrix, assessment-validation coverage and complaints-and-appeals SLA CSV downloads.

AVETMISS and Quality Indicator exports remain in their dedicated reporting workflows; see Quality Indicators Reporting.

Trainer authorisation and the Trainer Matrix

The Trainer Matrix remains where you declare who can deliver or assess a unit or product. Compliance → Where the work happens → Trainer authorisation reads that same scope and checks whether supporting credential, vocational competence, industry currency, professional development and supervision evidence is present. Missing evidence appears as guidance to fix; it does not silently cancel existing schedules.

Trainers can also record their own professional development and industry-currency evidence from the My currency page in their sidebar. Self-recorded evidence stays pending until a colleague confirms it on Trainer authorisation, and nobody can confirm evidence about themselves, whatever their role. See Compliance Checks and the Annual Standards Sign-off for the full workflow.

Training product transitions

A training product transition is the guided response to a verified national register change, such as a unit or qualification being replaced. It is not a student transfer. The six stages help you confirm the regulatory path, review affected offerings and learners, prepare changes, approve activation, then monitor and close the transition. After the new enrolment cut-off, no new learner can join the old course, but learners already on it continue. See Training-product transition wizard.

Key compliance areas

Student records (Compliance Requirements)

ASQA requires RTOs to maintain accurate student records. RTObase helps by:

  • Structured data collection: Required fields ensure you capture all mandatory information
  • Validation: Built-in checks catch missing or invalid AVETMISS data
  • Audit trail: All changes to student records are logged with timestamps
  • Record retention: RTObase does not delete student or assessment records automatically. ASQA requires records of issued AQF certification for 30 years and submitted assessments for at least two years after the student completes the training product. Other obligations can require longer retention.

Tip

Use the Archive function instead of deleting students. This maintains the audit trail while keeping your active student list clean.

Assessment records (Outcome Standard 1.3)

RTObase maintains complete assessment records:

  • Assessment creation: Document assessment tools and instructions
  • Result recording: Track competency decisions with supporting evidence
  • Validation tracking: Record assessment validation activities
  • Version control: Keep history of assessment changes

Enrolment and completion data (Compliance Requirements)

Track student progress from enrolment to completion:

  • Enrolment dates: Automatic capture of start dates
  • Unit progress: Track each unit's status
  • Completion dates: Recorded when issuing credentials
  • Withdrawal handling: Proper AVETMISS codes applied

Credential issuance (Compliance Requirements)

Issue compliant Statements of Attainment and qualifications:

  • 30-day requirement: RTObase tracks time since completion
  • USI verification: Cannot issue until USI is verified
  • AQF compliance: Credentials include required information
  • Register updates: Automatic USI Registry updates

Automated compliance alerts

RTObase automatically monitors your data for compliance risks. When a change to a trainer, course, enrolment, or location creates a potential issue, an alert is raised, no manual checks needed.

26 rules run across five categories, including a nightly training.gov.au scope check for the qualification each course delivers:

  • Trainer credentials: Missing TAE qualifications, expired or expiring credentials, lapsed industry currency
  • Unit and course currency: Superseded qualifications or units still in active use past their transition deadline
  • Assessment coverage: Missing Training and Assessment Strategy documents, courses without assessments, competent units without assessment records
  • Date contradictions: End dates before start dates, unit dates outside enrolment periods, completed enrolments with future end dates
  • AVETMISS data completeness: Missing completion dates, funding sources, postcodes, program IDs, and delivery modes

Alerts are scoped to reporting quarters so you can focus on the current period. When you fix the underlying data issue, the alert auto-resolves.

See Automated Compliance Alerts for the full rules reference.

AVETMISS compliance

AVETMISS (Australian Vocational Education and Training Management Information Statistical Standard) is the national data standard for VET reporting.

How RTObase helps

  • Release 8.0 compliant: All data fields meet current AVETMISS requirements
  • NAT file generation: Export compliant NAT files for NCVER submission
  • Pre-submission validation: Catch errors before submitting to NCVER
  • Code lookups: Built-in reference data for AVETMISS codes

See AVETMISS Reporting for the complete guide.

USI requirements

The Unique Student Identifier (USI) is mandatory for all nationally recognised training.

RTObase supports:

  • USI storage: Securely store verified USIs
  • Verification: Check USIs against the USI Registry
  • Compliance checks: Block credential issuance without verified USI

See Verify USI for details.

Record keeping

What to keep

The 2025 Standards distinguish issued certification records from submitted assessments:

Record typeRetention period
Records of issued AQF certification documentation30 years
Assessments submitted by a studentAt least two years after the student completes the training product

Keep the student and enrolment information needed to maintain the certification register and reissue documents. Funding contracts, licensing rules and other laws may require longer retention. See ASQA's practice guide when setting your RTO's retention schedule.

How RTObase helps

  • Automatic retention: RTObase keeps records without a manual archive step
  • Protected core records: Core records are not deleted during the retention period; archive (not delete) keeps the audit trail intact
  • Secure storage: Data encrypted and backed up
  • Easy retrieval: Search and filter historical records

Preparing for audits

Before the audit

  1. Review Compliance checks: resolve Due now and overdue work
  2. Run AVETMISS validation: check for data errors
  3. Check USI status: make sure all students have verified USIs
