RTO software, explained.
“RTO software” is not one product. It is four different jobs Australian training providers usually buy separately: a student management system, a learning platform, a public website that takes enrolments, and the compliance and reporting layer that keeps you registered. This page explains each job, what the gaps between them cost, and the questions worth asking any vendor, including us.

The category
There is no single product called RTO software.
It is shorthand for whichever systems a provider needs to enrol learners, deliver and assess training, report training activity, and satisfy a regulator. Ask five RTOs what their RTO software is and you get five different stacks. Underneath, they are buying the same four jobs.
01
Student management
Also called: SMS, student management system, RTO CRM
- What it is for
- The system of record for who your learners are and what they are enrolled in: contact details, USIs, enrolments, units, outcomes, classes, payments and completions. If a fact about a learner has to be defensible later, it belongs here.
- Who owns it
- Administration and student services. In a small RTO it is the same person who does the reporting.
- What happens without it
- The RTO runs on spreadsheets, and the first sign of trouble is a reporting deadline or an audit request nobody can answer quickly.
02
Learning delivery
Also called: LMS, learning management system, eLearning platform
- What it is for
- Where training actually happens online: structured lessons, resources, assessment submissions, marking and progress. An LMS answers what a learner has done, not what they are entitled to.
- Who owns it
- Trainers and assessors, usually alongside whoever designs the learning resources.
- What happens without it
- Everything is delivered face to face, or content goes out by email and the evidence trail is rebuilt by hand afterwards.
03
Website and online enrolment
Also called: course pages, enrolment form, checkout
- What it is for
- The public face: course pages, prices, upcoming dates, and the enrolment and payment that turn a visitor into a student. For most RTOs it is the only part of the stack a customer ever sees.
- Who owns it
- Marketing, or an external web developer on a retainer.
- What happens without it
- Enquiries arrive by email or phone and someone re-keys them. The website says one thing about a course and the student management system says another.
04
Compliance and reporting
Also called: AVETMISS reporting, audit readiness, self-assurance
- What it is for
- AVETMISS reporting to NCVER or your state training authority, evidence of trainer credentials and assessment validation, retention of student records, and the ability to show an auditor how you know what you claim. Some licence courses lodge with an issuing authority as well.
- Who owns it
- The compliance manager or the CEO. In a small RTO, everybody at once, three weeks before an audit.
- What happens without it
- Rejected NAT files, a scramble to assemble evidence, and findings that are really record-keeping problems rather than training problems.
Most providers also need a fifth thing depending on what they deliver: bookings for one-to-one training, lodgement with an issuing authority for licence courses, or CRICOS workflows for international students.
The real cost
Nobody buys four systems. They buy four systems and a reconciliation job.
Assembling the four jobs from separate products is a perfectly reasonable way to start, and plenty of good RTOs run that way for years. The cost does not appear on the invoices. It appears in the seams between them, and it is paid in staff time.
Double entry. A learner who enrols on the website is created again in the student management system, and again in the learning platform. Three records, three spellings of the same name, three chances to mistype the USI.
Data drift. Once the same fact lives in two places, the two places disagree: course dates, unit codes, withdrawal status. The version that reaches NCVER is whichever one the person exporting happened to open.
Evidence in the other system. The submission sits in the LMS, the outcome sits in the SMS, and the audit question spans both. Reconstructing that at audit is manual work you already paid to have recorded once.
Integration debt. Connectors need maintenance and they fail quietly. Nobody notices a sync has stopped until the numbers stop matching.
The expensive one is the third. At audit you are asked to show the evidence behind a claim, and the evidence sits in a different system from the claim.
| Where the record lives | Four separate products | One platform |
|---|---|---|
| The student record | A master copy, plus copies elsewhere | One record |
| Learner progress | In the LMS, exported on request | On the enrolment |
| Enrolment from your website | A form, an integration, or re-keying | Straight onto the record |
| AVETMISS NAT files | Only as good as what reached the SMS | Generated and validated in place |
| Audit evidence | Assembled from each system | Already attached to the record |
How RTObase maps to it

ExploreHow to choose
Nine questions worth asking any vendor, including us.
Take these into every demo. They separate products quickly, none of them require you to be technical, and the useful ones are the questions a vendor answers with a screen rather than a sentence.
01
Does it generate AVETMISS NAT files itself?
Some systems export a spreadsheet you then run through a separate converter or hand to a consultant. Ask to see the file set produced from live data, and ask what happens after an AVS rejection: whether you patch the file or fix the source record.
02
Is delivery evidence in the same record as the compliance record?
If the assessment lives in one product and the reported outcome in another, every audit question that spans both becomes manual work. Ask to see a submission and its recorded outcome on one screen.
03
What does migration actually involve, and who does it?
Ask what the vendor imports automatically, what you re-key, and what is quoted as a professional-services fee. AVETMISS files carry students, courses, units and enrolments. They do not carry documents, notes, payment history or communications.
04
What happens to your data if you leave?
Ask for the export formats in writing, whether staff can run them without asking support, and how long you keep access after cancelling. Student records carry a retention obligation that outlives any subscription.
05
What is included, and what is a module?
The quoted price and the price you pay tend to diverge over extra portals, a learning platform, a website, or per-report charges. Ask for the total at your real student volume in year one, not the entry price.
06
Does it fit the way you deliver?
Classroom cohorts, one-to-one bookings, fully online, workplace-based and international delivery are genuinely different problems. A product that is excellent at one can be awkward at another, and the demo rarely shows the awkward one.
07
Who does the work when a training product is superseded?
Superseded units and qualifications land on someone regardless. Ask how the system tells you which offerings, trainers and learners are affected, and what it does next.
08
How do learners and employers actually get in?
Passwords nobody remembers turn into admin work. Ask what login looks like for a student six months after enrolment, and whether an employer can check progress without phoning your office.
09
Can you see it running on your own data before you commit?
A demo on clean sample data hides the parts of your data that are messy. Ask whether you can load a sample of your own records during evaluation, and who does that work.
Some of these answers will point away from an all-in-one platform, and that is a legitimate result. The point is to choose your seams deliberately rather than inherit them.
The honest version
When separate systems are still the right call.
We sell one platform, so treat this section with appropriate suspicion. It is still true.
You already have a learning platform that works
If your trainers are productive in a platform you have mapped to your assessment strategy, the cost of moving it can exceed the cost of the seam. Keep it deliberately, and decide who reconciles progress against the student record.
Your website is a serious marketing asset
A large content site with its own tooling and an agency behind it is expensive to rebuild. Embedding enrolment into the site you already have is often the better trade, and RTObase supports that with one line of code.
One job dominates everything else
Unusual delivery models and funding arrangements can call for depth that only a specialist product has. Buying that depth and accepting a known seam is a legitimate choice, as long as it is a choice rather than an inheritance.
What it costs
The shape of the pricing matters more than the number.
Australian RTO software is priced a handful of ways, and the shape decides whether a good year is rewarded or taxed. Work out your total cost at the student volume you expect in twelve months, not the entry price on the website.
For reference, RTObase is $0 a month on the Startup plan with a platform fee of 2% + 30c per enrolment, capped at $4 + GST, or $499 + GST a month flat on Business with no per-enrolment fees. AVETMISS reporting, online lessons, the website builder and the AI features are included on every plan.

Per active student
Cost tracks volume. Predictable when intake is steady, painful in a growth year.
Per enrolment
Charged as students come through, so quiet months cost less than busy ones.
Flat monthly
Same bill whatever the volume. Easiest to budget, less kind to a very small RTO.
Priced by module
A lower entry price with the LMS, website, portals or reporting charged separately.
Implementation fee
A one-off charge for setup and migration, sometimes larger than the first year.
Support and training
Included, tiered, or billed hourly. Worth knowing which before you need it.
Head to head
Once you know which job you are buying, the vendor question gets easier.

FAQ
RTO software questions
Straight answers about the category, the difference between an SMS and an LMS, and what this software costs in Australia.
RTO software is shorthand for the systems an Australian Registered Training Organisation uses to run its business and stay registered. In practice it covers four jobs: a student management system for learners and enrolments, a learning platform for online delivery and assessment, a public website that takes enrolments and payments, and the compliance and reporting layer that produces AVETMISS files and audit evidence. Some providers buy all four separately, others buy one platform that does all four.
A student management system (SMS) is the system of record for people: who is enrolled, in what, with which USI, at what price, with what outcome. A learning management system (LMS) is where training is delivered and assessed online: lessons, resources, submissions and marking. The SMS answers what a learner is entitled to, the LMS answers what they have actually done. Many RTOs run both and reconcile them by hand. In RTObase they are the same record, so lesson progress and assessment submissions sit on the enrolment itself.
Only if your student management system cannot produce AVETMISS files itself. AVETMISS is the national standard your training activity is reported in, and NCVER validates the NAT files you upload to AVS. Some providers export data and run it through a separate converter or hand it to a consultant. RTObase generates the Release 8.0 NAT file set directly from live records and validates it before you upload, and when AVS returns errors you can import its report and fix the source record. AVETMISS reporting is included on every plan.
Pricing is usually shaped one of a few ways: per active student or per enrolment, a flat monthly subscription, or a lower base price with the LMS, website, portals or reporting charged as separate modules. On top of that, many vendors charge a one-off implementation or migration fee and price support separately, so the shape of the pricing matters more than the headline number. RTObase is $0 a month on the Startup plan with a platform fee of 2% + 30c per enrolment, capped at $4 + GST, or $499 + GST a month flat on Business with no per-enrolment fees.
Ask whether it generates AVETMISS NAT files itself or expects you to use a converter, whether delivery evidence and the compliance record live in the same place, exactly what a migration moves and what you re-key, what your data export looks like if you leave, what is included versus charged as a module, and whether it suits the way you actually deliver, whether that is classroom cohorts, one-to-one bookings, fully online or international students. Ask to see each answer demonstrated rather than described.
No, though plenty of RTOs run them separately and it works. The friction shows up at the join: an enquiry or enrolment taken on the website has to reach the student record without being re-keyed, and course details have to stay identical in both places. RTObase includes a website builder with enrolment and payment on the same platform, and you can also embed enrolment into an existing site with one line of code if you would rather keep the site you have.
Ask before you sign, not after. In RTObase you can export student and enrolment records as CSV and generate AVETMISS NAT files at any time. Moving in works the same way: upload the NAT files from your current system and RTObase brings across organisation, student, program, unit, enrolment and training-activity data for you to review before you go live. Documents, notes, payment history and communications are not carried inside AVETMISS files, so plan how those move separately.
No. There is no requirement to use any particular product. The obligations are about the outcome: reporting training activity in the AVETMISS standard, keeping student records for the required retention period, and being able to show a regulator the evidence behind what you claim. Spreadsheets can satisfy that for a very small provider, but the effort grows faster than the enrolment count, and the failure usually shows up at a reporting deadline or an audit request.
