CRICOS & international · Business plan
International students, ESOS-ready.
For CRICOS-registered RTOs, the overseas-student obligations live in the same record as everything else. You get written agreements with every section Standard 3 requires, agent commission-ban checks, CoE and visa tracking, welfare arrangements, and refund clocks that set themselves.
Standard 3 written agreements · Agent commission ban · CoE & visa tracking · Welfare arrangements · Statutory refund clocks
How it works
Apply, agree, confirm, monitor.
The workflow follows the ESOS National Code, from the recruitment context on the first application to the last monitoring action before completion.
01
Record the application and agent
Capture the application with its recruitment context and education agent. The context is snapshotted so it cannot quietly change after the fact.
02
Issue the written agreement
The offer carries every section Standard 3 requires and is frozen at issue. If your fees or policies change before acceptance, you reissue the offer so the student never accepts stale terms.
03
Accept and confirm enrolment
Acceptance re-checks the frozen context and eligibility before it lands. CoEs are tracked against the application from issue to completion.
04
Monitor through the course
Visa events, welfare arrangements, fee protections and refund clocks feed one work queue that always shows the next required action and its due date.
What’s in the module
The obligations, handled where the record lives.
Agreements, agents, fees and monitoring are each enforced at the record instead of being left to a checklist.
Written agreements built for Standard 3
One agreement carries every required section, including itemised fees, refund policies, and the consumer-protection statement. It is frozen at offer.
Full Standard 3 section set · Frozen at offer, reissued on change · Itemised tuition & non-tuition fees · Produce the accepted terms later
Agent governance & the commission ban
An education-agent register records the recruitment context on every application, and commission eligibility is evaluated under the current Standards 4.7 and 4.8 rules.
Education-agent register · Recruitment context snapshotted · Prohibited commissions blocked · 2026 transitional rules applied
ESOS fee protections
The prepaid-fee limit for longer courses and AUD-only records are enforced at the record. Statutory refund clocks set themselves when a default or refund event is recorded.
Prepaid limit on 25-week-plus courses · Student & provider default clocks · Refund deadlines auto-set · AUD-only payment records
One case work queue
Visa status, welfare arrangements, accommodation reviews and monitoring requirements roll into a queue that names the next action per student.
Next required action per case · Statutory due dates surfaced · Under-18 welfare tracking · PRISMS transaction log
Straight talk
Your registration. Your PRISMS submissions.
Let’s be straight: RTObase doesn’t make you CRICOS-registered, and it doesn’t submit to PRISMS on your behalf. What it does is run the obligations that eat your week: the written agreement that must carry every required section, the commission rules that changed in 2026, and the refund clocks that start ticking the day a default occurs. The evidence of all of it stays against the student record.
This page covers the ESOS workflow. For statistical reporting, see AVETMISS reporting, included on every plan. The two obligations share the same student record but never the same submission.

CRICOS & international questions
Common questions about the international student module, ESOS obligations and PRISMS.
Yes. The module supports providers that already hold CRICOS registration for VET courses. RTObase does not register you with CRICOS. It runs the day-to-day ESOS obligations once you are registered: written agreements, CoEs, agent governance, fee protections, and visa and welfare monitoring.
No. Your team enters the checked information in PRISMS. RTObase prepares the entry pack, records the returned CoE or variation reference and keeps the supporting evidence against the application. RTObase does not connect to PRISMS or store provider PRISMS credentials.
Every offer carries the full set of sections required by Standard 3 of the ESOS National Code: course details and any prerequisites, itemised tuition and non-tuition fees, refund policies for both student and provider default, the consumer-protection statement, how personal information is shared, and the student’s obligation to keep contact details current. The agreement is frozen at the moment of offer, so what the student accepted is exactly what you can produce later.
RTObase records the recruitment context on every international application and evaluates commission eligibility against the current Standards 4.7 and 4.8 rules, including the 2026 transitional arrangements and the permanent exemptions. A commission that the Standards prohibit cannot be marked eligible, and the recorded context is frozen once an offer is accepted.
Welfare arrangements are tracked per application: the arrangement type, approval dates, and accommodation reviews with their outcomes. The case work queue surfaces welfare items that need attention alongside visa events and fee deadlines, so nothing rests on a spreadsheet.
CRICOS and international student support is included on the Business and Custom plans and is switched on per organisation from Settings. International enrolments are never metered because the module is part of the flat subscription. Fee-for-service AVETMISS reporting stays included on every plan.
