What it means
Triggers when an RTO reports a subject that has never appeared on their scope on training.gov.au; suppressed when the subject is reported as a credit transfer (Outcome ID national = 60).
How to fix it
Confirm the subject is on your TGA scope, or report as credit transfer (Outcome 60) where applicable.
